FAIR DISTRICTS SHOULD KEEP NEIGHBORS TOGETHER, RESPECT EXISTING COMMUNITYBOUNDARIES . THEY ALSO MUST ADHERE TO THE FEDERAL VOTING RIGHTS ACT.
